The Virginia Peninsula Regional Jail Board of Directors has selected Deputy Superintendent/Lt. Col. Roy C. Witham to serve as the jail’s new superintendent.
The post is effective Wednesday. He replaces Tony Pham, who retired in December.
VPRJ serves York County, Poquoson, James City County, and Williamsburg.
According to a news release from VPRJ, Witham “has dedicated 22 years to the effective management, operation and oversight of correctional facilities within two communities; the VPRJ (2017-present) and the Richmond City Sheriff’s Office (1997-2017).”
He has been involved in nearly every detail of jail operations, including shift management, inmate intake classification management, construction procurement, vendor management, personnel management, and overall facility operations.
“We had a good response from applicants interested in serving as our superintendent,” said York-Poquoson Sheriff Danny Diggs, who is chairman of the VPRJ Board Authority. “As a Board, we felt that much progress had been made at VPRJ over the past two years, and Col. Witham, who had served as our deputy superintendent had been part of that progress. We are pleased that he was interested in this opportunity and that his background has prepared him to lead our regional jail. He is ready to take the next step and serve as our superintendent.”
Witham attended the University of Tennessee, served in the U.S. Navy, and holds numerous certifications within the criminal justice field, according to the news release.
