Ex-child porn investigator for James City County Police now finds himself facing child porn charges

A former James City County Police investigator was arrested and charged with 10 counts of possession and reproduction of child pornography.

William Gibbs, a 35-year police veteran, turned in his letter of resignation and an intent to retire after the Gloucester County Sheriff’s Office confirmed images were uploaded to an external cloud storage belonging to Gibbs — he was suspended Sept. 6, authorities said.

He is charged with two counts of possession, reproduction, solicitation, and facilitation of child pornography and eight counts of possession, reproduction, solicitation, and facilitation of child pornography second or subsequent offense.

Investigators said all 10 counts span between January 1, 2015 and September 2019 and all occurred in the Williamsburg/James City County area.

“Due to the possible offender being a James City County Police Department investigator, we requested Gloucester County Sheriff’s Department to conduct a criminal investigation,” said Deputy Chief Steve Rubino, a spokesman for the James City County Police Department.

The Southern Virginia Internet Crimes Against Children Task Force and the Gloucester County Sheriff’s Office notified James City County Police they’d received cyber tip line reports of child pornography images being uploaded from an address in James City County on Aug. 28.

The address was Gibbs’ home, authorities said.

Hired in 1984, Gibbs was promoted to investigator in 1987 and in 2011 was lauded for his work as a sworn deputized agent with the FBI Peninsula Innocent Images Taskforce and the SOVA Internet Crimes Against Children Task Force.

“[Gibbs] was the first James City County investigator to develop a child pornography case and take it before a Federal Grand Jury,” according to the website.

Gibbs is currently being held in the Gloucester County Jail without bail and is facing up to 20 years for each charge, authorities said.

“As a Department, we work very hard to build and maintain trust in our community, and we will continue to work with our citizenry to provide the best police services possible,” Rubino said. “We have done our best to ensure that these allegations are investigated properly, and we will be as transparent as possible throughout the coming weeks and months.”
