VIRGINIA BEACH — The intersection of Indian River and Kempsville roads will be undergoing a series of construction improvements by the city beginning July 17.
Construction is now at the stage where the first phase of detours will be required for traffic turning left at the intersection.
This means left turns from eastbound and westbound Indian River road onto Kempsville road will be eliminated.
Left turns from Kempsville road directly onto Indian River road will remain in place.
Those traveling east from Interstate 64 along Indian River road have two options to turn left onto northbound Kempsville road:
- Option 1: Before reaching Kempsville Road, turn left onto Kemps River Drive, proceed to Kempsville Road and turn left.
- Option 2: Before reaching Kempsville Road, turn left at onto Center Lane, turn right onto Fordham Drive, proceed to Kemps River Drive, turn right, then turn left onto Kempsville Road.
Those traveling toward I-64 along Indian River Road westbound wanting to turn left onto southbound Kempsville Road need to proceed through the Kempsville Road intersection, make a u-turn at the temporary signal at Lila lane, proceed back to Kempsville Road and then turn right.
Large trucks may experience difficulty with the u-turn at the temporary signal and should drive along the marked truck detour route.
Those driving along this route should travel through the Kempsville Road intersection to Kemps River drive, turn right and then proceed to Kempsville Road and turn right; they then should proceed along Kempsville road through the Indian River Road intersection.

This phase of work is expected to last approximately 10 weeks, city officials said.
