Full Virginia Beach disparity study released; council briefing to come

VIRGINIA BEACH — The city released the full results of its first ever disparity study Friday, a culmination of years of discussions, protests, and meetings between minority business leaders, city officials, and concerned residents.

The report, conducted by BBC Research and Consulting, analyzed the number of city contract dollars that went to SWaM businesses, how much money they should have received based on their size, as as well as those businesses’ participation in competitive contracting bids with the city.

During an October briefing of City Council on part of the report, Sameer Bawa, a principal at BBC, said the study identified “substantial disparity” in city contracts to minority and women-owned businesses.

The 500-page report covered city contracts between July 1, 2012 to June 30, 2017.

Bawa is slated to present the final report to City Council during its workshop on Tuesday.
