From the proposal to build Oakland Pointe Apartments in Toano, to an application to allow room rentals at a James City County home, this week’s Planning Commission meeting features five public hearing items.
The James City County Planning Commission is scheduled to meet at 6 p.m. Wednesday in the County Government Center Board Room, at 101 Mounts Bay Road.
On this month’s regular meeting agenda, there are five public hearings, meeting minutes up for approval on the consent agenda and a planning director’s report.
The planning director’s report includes an update on all new permit requests in the county, a recap of recent Board of Supervisors actions and more.

Oakland Pointe
An application for a 126-apartment affordable housing complex in Toano is up for a public hearing and Planning Commission vote Wednesday.
The application requests a height limit waiver and approval to rezone the property. If the Planning Commission votes to recommend the project, it will move on for final approval from the Board of Supervisors.
There is no set date for a Board of Supervisors vote.
A recent staff report indicated there are several favorable factors for the project, including adding affordable housing to the area and fitting the moderate density residential designation for that area under the Comprehensive Plan.
There are also some unfavorable factors listed in the report, including a $463,425 annual negative fiscal impact due to a drain on county resources and increased traffic at the Croaker Road intersection.
Residents have written more than a dozen letters to the Planning Commission and Board of Supervisors in opposition to the project.
Other public hearings
- Application for a special use permit to allow a detached accessory apartment for residents’ grandmother at 6096 Centerville Road.
- Application to renew a special use permit at 7206 Merrimac Trail allowing rental of rooms.
- Consideration of a zoning ordinance amendment that would authorize the Board of Zoning Appeals to grant a reasonable modification in accordance with the Americans with Disabilities Act or state and federal fair housing laws.
- Consideration of amendments to address a Code of Virginia Change that prohibits mandatory conceptual plans from being submitted ahead of an official submission of any proposed plat, site plan, or plan of development.
