VIRGINIA BEACH — City Manager Dave Hansen has appointed an interim director for the department of economic development.
Taylor Adams, the city’s finance operations administrator, was tapped as interim-director of economic development.
The appointment is effective Dec. 1.
Adams joined the city in 2015 as a purchasing agent, and was promoted to finance operations administrator in early 2017, according to a news release from the city. He has an MBA from Hult International Business School and a Bachelor of Business Administration in marketing from Mississippi State University.
“Taylor’s background and skills are well-suited to this position,” Deputy City Manager Ron Williams said. “He has proven himself to be an effective collaborator and strategic leader during his tenure here at the city.”

The appointment comes after the recent and abrupt resignation of Warren Harris. It came in the middle of an audit of the economic development department, City Auditor Lyndon Remias. From that audit, ex-city employee Brian Scott Hall was indicted on three embezzlement charges stemming from improper use of a city’s FedEx account, Remias said. It’s unclear whether Harris’s resignation was related to that investigation.
