Police: This man went to a playground and asked a boy: ‘Can I touch your penis?’

A James City County man is facing serious allegations: Police said he asked to see a boy’s penis at a playground.

Walter Osmin Venagas-Arreola, 43, was arrested at his home last Friday. Police said he is charged with indecent liberties with a child.

James City County Police said the incident that landed Venagas-Arreola in hot water was reported on June 17.

Officers were sent to the Windy Hill Mobile Home Park playground in James City County at around 5:45 p.m. to investigate reports that a man had asked a child for something sexual in nature, police said.

Children were playing at the park when Venagas-Arreola showed up at the playground drinking a beer, said Stephanie Williams, spokeswoman for JCC Police.

He offered some of the children water and asked a 12-year-old boy “can I touch your penis,” Williams said.

Williams said the children immediately left the playground — Venagas-Arreola, who is a resident of the mobile home park, left the area in the opposite direction.

The father of the 12-year-old boy filed the complaint with police, identifying Venagas-Arreola after some of the children recognized him, Williams said.

“Investigations of this nature involving juvenile victims and witnesses take time in order to ensure the well being of the juveniles,” Williams said.

Venagas-Arreola is set to appear in the Juvenile Domestic Court at the Williamsburg James City County Courthouse at 11 a.m. Friday.
