City auditor to inspect Virginia Beach police internal affairs division

VIRGINIA BEACH — At the request of the Virginia Beach Police Department, the city auditor’s office has begun an inspection of the agency’s internal affairs division.

The audit was announced to VBPD staff on Monday, and will determine if the department is in keeping with its own practices regarding use of force, citizen complaints against officers and internal complaints, City Auditor Lyndon Remias wrote in an email.

The audit will likely take three or four months and will conclude with an in-depth, public report of the findings.

According to an email sent by VBPD Chief Jim Cervera, the audit was inspired by “nationwide discussion” about civil review panels and if they should oversee police departments’ internal investigations.

In addition to the city audit, the Commission of Accreditation for Law Enforcement Agencies will review the VBPD in April.
