Police arrested a woman and took two teenagers into custody after they allegedly stole over $3,800 in clothes and shoes Thursday from the Premium Outlets.

James City County Police responded to the Williamsburg Premium Outlets, located at 5715 Richmond Road, around 2:30 p.m. for a report of a shoplifting in progress, police spokeswoman Stephanie Williams said.

Officers found three people suspected of stealing items, but one person, a woman, fled the area when officers confronted the group, Williams said.

The woman first fled on foot, then in a vehicle, police said. The other two people, juveniles aged 16 and 17, were detained at the Outlets.

The teenagers told police they were at the Outlets with their aunt, although police have not confirmed their relationship to the woman.

Another officer pulled over the vehicle after it drove down Richmond Road and turned into the Family Inn of America on Airport Road, Williams said. When an officer attempted to contact the driver, the vehicle fled again.

A third officer was able to stop the vehicle near the Family Inn, Williams said. The driver, Ty’quanishia Satoria Goodman, 24, of Chesapeake, was taken into custody.

A “large quantity” of stolen merchandise, mostly clothing and shoes, was found at the Family Inn, police said. Witnesses observed Goodman allegedly dump the items in the parking lot.

Another bag from Aldo, a shoe store, was found in the car, Williams said.

Police recovered merchandise from 12 different stores at the Premium Outlets.

Goodman is charged with grand larceny, conspiracy to commit grand larceny, driving on a suspended license and two counts of contributing to the delinquency of a minor.

Police are also seeking petitions for the two teenagers for grand larceny and conspiracy to commit grand larceny, Williams said.
