Virginia Beach city manager, other council appointees up for raises

VIRGINIA BEACH — City Manager Dave Hansen is up for a raise of several thousand dollars about five months into his tenure.

The City Council will consider pay increases for him and four other council-appointed city officials on Tuesday, less than two weeks before the new fiscal year begins. Under the proposals, Hansen’s salary will climb from $250,000 to $255,884 on July 1 and to $258,443 on Dec. 1 — a jump of nearly $8,500 in his first 11 months. He also receives $12,000 in a car allowance and $10,000 toward a deferred compensation plan.

The first increase includes a 1.34 percent raise that all city employees will receive in the 2017 fiscal year and a 1 percent raise required by state law for a Virginia Retirement System contribution.

Hansen and the others will also receive a 1 percent merit raise on Dec. 1 that is being given to employees who have met certain expectations. The city has not given merit raises for almost a decade.

The other officials up for raises are City Clerk Ruth Fraser, City Attorney Mark Stiles, City Auditor Lyndon Remias and Real Estate Assessor Jerald Banagan.

If the ordinances are approved, their salaries at the year’s end will be as follows:

  • Banagan: $142,614 (plus $4,000 in deferred compensation) — up from $137,955.
  • Fraser: $122,987 (plus $10,000 car allowance) — up from $118,970.
  • Remias: $121,650 (plus $6,000 car allowance) — up from $117,676.
  • Stiles: $218,618 (plus $10,000 car allowance and $10,000 in deferred compensation) — up from $211,476.

Former City Manager Jim Spore, Hansen’s predecessor, retired Dec. 31 after 24 years with a salary of $251,160, according to the city.
