York County Capital Improvement Plans to be Presented to Board of Supervisors

YORK COUNTY — The York County Board of Supervisors is scheduled for a bimonthly meeting on Dec. 7 at 6 p.m. at York Hall, 301 Main Street.

According to the agenda put out by York County, County Administrator Neil A. Morgan will present his preliminary recommended Capital Improvements Program (CIP) for fiscal years 2023 through 2028.

“As the Board will recall, my focus last year was on getting the County back on track,” Morgan said in a memorandum to the board. “Following a one year pause in non-essential capital spending in anticipation of significantly reduced County revenues resulting from the COVID-19 pandemic – toward addressing the County’s critical capital improvement needs while meeting the requirement of fiscal constraint based on realistic revenue assumptions.”

Going forward Morgan said that he hopes that projects approved before the pandemic will be able to be implemented before taking on new ones.

On top of the usual tax funds, York County has also been able to work up recommendations for funds made available to York County by the American Rescue Plan Act (ARPA).

“The County has already received $6.6 million in State and Local Fiscal Recovery Fund (SLFRF) monies and is slated to receive another $6.6 million in June 2022. Spending these SLFRF funds as provided for in the ARPA will free up County funds for other projects,” the memorandum said. “As I reported to the Board earlier this year, my view is that the majority of the one-time funding should be invested in capital projects.”
