The Scotland Street incident was the second time 55-year-old Blaine Eric Bowman broke into a Williamsburg house searching for food, according to two criminal complaints filed with the Williamsburg-James City County Courthouse.

In one criminal complaint, a police officer said he saw Bowman entering the side porch of a house in the 700 block of Richmond Road at around 11:15 p.m. July 1.

The patrol officer observing confronted and identified Bowman, who appeared to be attempting to hide.
