Grants from James City County and its Economic Development Authority will allow for the construction of a brewery at the James City County Marina.

The county’s Board of Supervisors voted 4-0 at Tuesday night’s meeting to pass a memorandum of agreement that will, according to meeting documents, “set forth the parameters of the funding relationship between the County and the EDA with regard to an economic development project.”

The EDA leases the land directly from the county and was given the authority to sublease the land to a local business in 2015.

Billsburg Brewery signed a lease with the EDA in August to take over a 10-acre plot of land at the Marina. The land had previously been used by Eco Discovery Park until its lease expired in 2015.

According to meeting documents posted on the county’s website, the county will pledge up to $500,000 to the EDA for the project. The EDA itself will contribute up to $250,000 to the project.

County Administrator Bryan Hill said that the money will used for the construction of a building to be used by future tenants, who will be paying back approximately $60,000 per year.

“The building that’s down there now is in the flood plain,” said Supervisor and liaison to the EDA Ruth Larson. “For the vitality of that area, we’re going to want a better building than what we have now….it’s going to be an exciting part of the county, but we need adequate facilities.”

Members of the EDA were not available when contacted for comment Tuesday.

The lease will last five years according to meeting documents, and the county and EDA will split the revenue generated by the project.

“It seems like a good opportunity for us to let citizens enjoy another amenity and help a small business succeed,” said Supervisor John McGlennon.
