A proposal to rezone a new development in York County moved past its last step – a public hearing – before its possible adoption next month.
The York County School Board opted to go the public forum route in February with the proposal – a quicker route than forming a rezoning committee, allowing the superintendent to make a proposal and the public to speak on it before the school board votes.
The proposal would rezone Yorktown Crescent, an unbuilt neighborhood off Route 17 from Yorktown Elementary School to Seaford Elementary School in order to alleviate overcrowding at the school, which has been a growing issue in the area.
The new development is projected to add 27 elementary schoolchildren to the York County School Division. The rezoning would not affect middle and high school.
No one from the public spoke in favor or in opposition of the proposal during Monday’s public hearing.
York County School Division hosted a public forum last month in front of the School Board at which no members of the public spoke either; however, a previous community forum brought the larger overcrowding issue to the forefront with many in attendance welcoming the proposal to rezone Yorktown Crescent.
Carl James, chief operating officer for the School Division, previously said the proposal is what could be the first of many with a dozen new developments in the works, which could bring nearly 400 additional elementary students to the division once they are completed based on figures compiled by the county planning commission.
James called the Yorktown Crescent rezoning a “first step” to what will be addressed in the coming year regarding enrollment growth at elementary schools.
While the average class size at Yorktown Elementary hovers around the division-wide average and below the division’s targets, the school is near the target total capacity of 700 students for elementary schools with 693 students as of February.
The school division is also working to add an additional modular classroom at the school for next school year as well as Magruder Elementary.
The school division considers a number of items when rezoning, including maintaining discrete geographical areas, setting boundary lines with roadways and waterways and keeping families in the same school zones among others, James said.
