York EDA to Install Stormwater Basin on County-Owned Parcel

York County is getting something by doing nothing.

The county’s Economic Development Authority and E.V. Williams construction have agreed to a deal to have a stormwater basin constructed on a parcel of land at 410 Old York-Hampton Highway in exchange for allowing the company to use the land as a construction staging area for a time.

The 6.28 acre parcel is owned by the Economic Development Authority. Its most recent assessed value was $684,000.

Director of Economic Development Jim Noel said the stormwater upgrade would make the parcel more attractive to potential buyers.

E.V. Williams will construct the stormwater basin for the county. While construction is being carried out, the company will be allowed to use the land as a staging area for E.V. Williams equipment as the company participates in the ongoing widening of Route 17.

Noel said the agreement requires payment from both parties – E.V. Williams will pay the EDA rent for using the parcel, and the EDA will pay E.V. Williams for the work on the stormwater basin.

E.V. Williams will pay $2,000 in monthly rent. The total cost of construction for the stormwater basin is $106,708. Noel said E.V. Williams had agreed to complete the basin within a year, and have already started work on the parcel.

“It’s not exactly a trade, but it kind of is,” Noel said.
